Scott Perry Accuses USAID of Funding Boko Haram, Other Terrorist Groups Under Obama’s and Biden’s Administrations

U.S. Congressman Scott Perry has made explosive claims that the U.S. Agency for International Development (USAID) provided funding to the Boko Haram terrorist group.

In a video making the rounds, Perry alleged that USAID funnelled money to Boko Haram under the administrations of Barack Obama and Joe Biden.

USAID has faced growing scrutiny over its financial activities, especially following revelations that surfaced after President Donald Trump took office. Trump’s decision to suspend USAID operations was met with fierce opposition from Democrats, who criticized the move.

Speaking at a session titled “The War on Waste: Stamping Out the Scourge of Improper Payments and Fraud,” Perry stated, “Who gets some of that money? Does that name ring a bell to anybody in the room? Because your money—$697 million annually—plus cash shipments, is funding Madrasas, ISIS, Al-Qaeda, Boko Haram, ISIS-Khorasan, and terrorist training camps. That’s what it’s funding. You are paying for t+rrorism, and it’s coming through USAID. This has got to end.”

His statements have sparked renewed debates over U.S. foreign aid and its oversight, with calls for greater accountability in how taxpayer money is distributed.
